Several factors could leave a case in this category:
- Witness observations were incomplete or contradictory.
- Important physical evidence was absent.
- Radar, photographs, or supporting records were unavailable.
- Multiple conventional explanations remained possible but none could be confirmed.

Why 701 Cases Still Lacked Alien Proof
The most important point is that unexplained is not the same thing as explained by aliens. The logic is straightforward. An investigator may be unable to identify an object because the available information is inadequate, ambiguous, or internally inconsistent. That uncertainty does not automatically support any particular alternative hypothesis. A blurry light in the sky that cannot be identified remains a blurry light in the sky; it does not become evidence of extraterrestrial technology merely because conventional explanations cannot be confirmed.
This principle also appeared in later scientific reviews. The University of Colorado study, commonly known as the Condon Report, examined UFO evidence and concluded that decades of investigation had produced little scientific knowledge and no persuasive evidence requiring a major new research effort. The Residual-Category Problem
Blue Book’s 701 cases illustrate a broader issue in data analysis. Large datasets almost always contain a residual category of unresolved observations. Weather records contain unexplained anomalies. Criminal investigations contain unsolved cases. Historical events sometimes remain uncertain because evidence is incomplete.
The existence of a residual category does not mean that every unresolved item shares a single hidden cause. The unidentified UFO cases likely represented a mixture of different situations: incomplete observations, reporting errors, unusual atmospheric phenomena, misperceived conventional objects, and potentially other mundane causes that could not be reconstructed later. How Failed Disclosure Claims Misuse the Residue
Many UFO disclosure predictions have relied on a simple argument: if hundreds of Blue Book cases remained unexplained, then those cases must contain evidence of alien visitation that governments are concealing. The historical record does not support that conclusion.
